After beginnings in the security sector in 1986, our TSCM (Technical Surveillance Counter Measures) services date back to the early 1990s, when company founder Manfred Fink specialized in counter-surveillance. Thus began the success story of today's Fink Secure Communication GmbH with the removal of Stasi eavesdropping equipment in the former state-owned enterprises and companies of the former GDR.
The realignment of numerous intelligence services towards the acquisition of economic information led to increased awareness among Western companies in the 1990s. The seminal work "Lauschziel Wirtschaft" (Eavesdropping Target Economy), published by Manfred Fink in 1996, presents countless scenarios for eavesdropping attacks and their countermeasures. Even 30 years later, it is still considered a foundational work in physical and technical counterintelligence.
The global eavesdropping systems he described as a cover story at the time later became world-famous under the name "Echelon." The espionage risks to European companies highlighted in his work led, in the years that followed, to his co-authoring of numerous reference books and the publication of dozens of articles in security and business magazines, as well as to many prominent TV appearances and countless lectures by Manfred Fink in Germany and abroad.
As a result of this intense media interest, the European Parliament established the "Echelon Inquiry Committee," which published its groundbreaking report in 2001, issuing far-reaching warnings to European companies and government agencies. The risks of eavesdropping, long before clearly described in "Lauschziel Wirtschaft", were thus officially confirmed as “real” at the very latest.
As early as the late 1990s, the German Chambers of Industry and Commerce also recognized the need to establish the field of "eavesdropping protection," following which Manfred Fink was appointed in 1999 as Europe’s first "publicly appointed and sworn expert for eavesdropping security". He is currently the only person in Europe with such accreditation.
With this level of recognition, our TSCM training programs have also become well-established and now cover our entire range of services. For many years, we have been offering a wide variety of customized, practice-oriented training courses – ranging from one-day workshops to full-time courses lasting several months – tailored to our clients’ specific needs. These courses can be held either at our headquarters in Coburg/Germany or at many other locations worldwide.
Following the founding of today's Fink Secure Communication GmbH in 2006, we also expanded our ongoing research and development in X-ray and high-frequency technology, IR thermography, and other TSCM-compatible material testing methods. As early as 2008, , during the early days of digital radiography, we developed the first portable "3D X-ray systems" based on laminography. This was later followed by several generations of robots for X-raying walls, and currently, an ultra-high resolution microfocus X-ray technology for TSCM applications.
Since 2018, the development of our unique, database-driven workflow app has been revolutionary worldwide, enabling TSCM to operate with unprecedented precision. Based on
thousands of data records, the app recommends appropriate inspection procedures tailored to the situation and prevents inadequate or unnecessary inspections. It documents all testing processes using QR codes, archives photos and X-ray images of each item, and automatically generates the report.
With more than 2,200 international TSCM projects (so-called "sweeps"), we are among the few global leaders in the counter-surveillance industry. Presumably, no other commercial service provider has ever conducted more professional "sweeps" than we have, uncovering not only spectacular cases of eavesdropping...
